California contractors are required to carry a $25,000 license bond to maintain an active license with the CSLB.
Purpose of the Contractor License Bond
A California Contractor License Bond is a surety bond required by the California State License Board (CSLB) to protect consumers and employees from financial harm caused by defective work, contract violations, or unpaid wages. (https://www.cslb.ca.gov/contractors/maintain_license/bond_information/bond_requirements.aspx) The bond is a financial guarantee, not insurance for the contractor, and ensures that claims can be paid without the injured party pursuing the contractor directly. If a claim is paid, the contractor must reimburse the surety company for the full amount plus any legal costs. 
Bond Requirements

  • Amount: $25,000 for all contractors as of January 1, 2023, per Senate Bill 607 .
  • Form: Must be written on a form approved by the Attorney General and signed by the surety company's attorney-in-fact .
  • Filing: The bond must be received at the CSLB headquarters within 90 days of its effective date.
  • Eligibility: Required before issuing, renewing, or reactivating a license.
  • Surety: Must be issued by a company licensed through the California Department of Insurance.

Additional Bonds

  • Bond of Qualifying Individual: Required if the license is qualified by a Responsible Managing Employee (RME) or a Responsible Managing Officer (RMO) who owns less than 10% of the corporation.
  • LLC Bond: Contractors operating as LLCs must carry an additional bond to provide extra protection due to limited personal liability.

Maintaining the Bond

  • The bond must remain active continuously; lapses trigger automatic license suspension.
  • Contractors should contact their surety company to renew or increase bonds if necessary, especially if using a cashier’s check in lieu of a surety bond.
  • Claims can be filed by homeowners, other affected parties, or employees who suffer financial loss due to contractor violations ( note that your business and you are liability for claims incurred by the surety including claim costs. For the $10,000 bond limit you will most likely not need to provide financial information if your personal credit is “good”. For the higher limit bonds you may need to provide a financial statement and we recommend doing so to enhance your bonding and establish a bonding line.

How Much Does a California Contractor
License Bond Cost?

California Home Improvement Contractor License Bonds are priced based on the amount of the bond and your credit history and your financial condition.
Premium is as low as $100 for the $10,000 Home Improvement Contractor Bond  and as low as $500 for the $50,000 Home Improvement Contractor Bond  but some may be as high as $500 for the $10,000 bond and $2,500 for the $50,000 bond  depending on personal credit and your financial condition. Rates are typically calculated as a percentage of the total bond amount, ranging from 1 percent for good credit and up to 5 percent for marginal credit and financial condition. To apply for a $10,000 bond there is no need to provide financial information if you have a high credit score typically above 700. Keep in mind these premiums are paid annually and not just for the first year.

Can I Get a California Contractor
License Bond with Bad Credit?

The surety company reviews a contractor's credit history and financial condition to determine what the bond premium will be. Owners with low personal credit scores can still get a California Home Improvement Contractor License Bond, but the cost may be higher and collateral ( a deposit with the bonding company ) may be required but the Surety may decline depending on your overall credit score  and financial condition even with collateral.
